Manager, Pension Programs

The Manager, Pension Programs is responsible for the development and management of pension funding, communication, governance and design strategies in support of the NAV CANADA pension programs, ensuring compliance with applicable legislation, regulations and company policies. They provide expert guidance and recommendations on researched industry best practices, participate in the evaluation and implementation of new and enhanced initiatives and ensure effective communication of all program initiatives, changes and updates. Reporting to the Director, Pension Governance & Actuarial Analysis, the Manager provides qualitative and quantitative analysis in support of various corporate functions including Finance, Total Rewards and Labour Relations and acts as a key stakeholder with internal and external contacts.

With over $6B in funds, the pension plan is a significant asset and source of risk. The Manager, Pension Programs promotes good governance while developing short- and long-term strategy recommendations to ensure pension programs deliver value to plan members and the corporation.

Key Accountabilities: 

  • Manages the NAV CANADA Pension Plan and Group Savings Plan in accordance with the terms of the plans and NAV CANADA’s obligations as sponsor and administrator.
  • Prepares plan governance and regulatory filings, ensuring plan documents are up-to-date and in compliance with applicable legislation.
  • Prepares analysis and drafts documents for the Board, its sub-Committees and senior management. 
  • Manages services and fees of providers such as actuarial consultants and supports the production and management of the Pension Plan budget.
  • Manages Internal and External Audit relationships and ensures compliance with the Internal Controls Office through the Pension Control Framework, with respect to the administration of pension benefits and contributions.
  • Manages the actuarial valuation data and process, assisting actuarial consultants.
  • Prepares internal actuarial valuation estimates, pension costings and liability analysis.
  • Performs quantitative and qualitative risk management analyses to support decision making and strategic activities.
  • Manages and reviews annual pension initiatives including pension statements, pension adjustments and indexation.
  • Participates in pension funding decisions, plan design reviews and risk management strategies with Human Resources, Finance and Pension Investments.
  • Assists in the preparation of IFRS estimates and disclosures for NAV CANADA's financial statements.
  • Provides legislative and regulatory advice on pension benefit standards, tax legislation and plan policy to staff in Labour Relations, Human Resources and plan members.
  • Works with NAV CANADA’s Legal department on potential legal actions relating to the administration of the pension plan.
  • Manages the resolution of special or complex pension benefits administration matters and develop guidance thereon.
  • Develops, implements, and delivers communication and education strategies for plan participants.
  • Ensures all Pension Program communication materials and programs remain updated in compliance with legislation and stakeholder needs.
  • Acts as one of the primary supports to other staff involved in pension activities.


Education

  • A degree in Actuarial Science, Mathematics, Finance, Business Administration or equivalent.
  • Associate or Fellow of the Society of Actuaries (SOA) and the Canadian Institute of Actuaries (CIA).


Experience

  • Minimum five years of experience in pension management.
  • Experience with federally regulated Defined Benefit pension plans.
  • Experience with a consulting firm would be considered an asset.


Knowledge

  • Advanced knowledge is required of actuarial analysis and pension legislation (Income Tax Act and Pension Benefits Standards Act and Regulations).
  • Knowledge of current trends and developments in best practices, employment legislation and specific regulations, actuarial issues, collective agreements and human resources policies and procedures as they apply to pension plans.
